{"id":3448,"date":"2017-01-02T09:39:46","date_gmt":"2017-01-02T07:39:46","guid":{"rendered":"http:\/\/rcg.com.tr\/?p=3448"},"modified":"2017-01-02T09:39:46","modified_gmt":"2017-01-02T07:39:46","slug":"milli-emlak-genel-tebligi-sira-no-377-02-01-2017","status":"publish","type":"post","link":"https:\/\/www.rcg.com.tr\/?p=3448","title":{"rendered":"Milli Emlak Genel Tebli\u011fi (S\u0131ra No: 377) &#8211; 02.01.2017"},"content":{"rendered":"<p><strong>Milli Emlak Genel Tebli\u011fi (S\u0131ra No: 377) &#8211; 02.01.2017<\/strong><\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\" align=\"center\">\n<tbody>\n<tr>\n<td>\n<table border=\"0\" width=\"586\" cellspacing=\"0\" cellpadding=\"0\" align=\"center\">\n<tbody>\n<tr>\n<td>2 Ocak 2017 PAZARTES\u0130<\/td>\n<td>\n<p align=\"center\"><strong>Resm\u00ee Gazete<\/strong><\/p>\n<\/td>\n<td>\n<p align=\"right\">Say\u0131 : 29936<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td colspan=\"3\">\n<p align=\"center\"><strong>TEBL\u0130\u011e<\/strong><\/p>\n<\/td>\n<\/tr>\n<tr>\n<td colspan=\"3\">Maliye Bakanl\u0131\u011f\u0131ndan:<\/p>\n<p>M\u0130LL\u0130 EMLAK GENEL TEBL\u0130\u011e\u0130<\/p>\n<p>(SIRA NO: 377)<\/p>\n<p><strong>Ama\u00e7 ve kapsam<\/strong><\/p>\n<p><strong>MADDE 1 \u2013<\/strong>\u00a0(1) Bu Tebli\u011fin amac\u0131, 9\/11\/1983 tarihli ve 2946 say\u0131l\u0131 Kamu Konutlar\u0131 Kanunu ile 16\/7\/1984 tarihli ve 84\/8345 say\u0131l\u0131 Bakanlar Kurulu Karar\u0131 ile y\u00fcr\u00fcrl\u00fc\u011fe konulan Kamu Konutlar\u0131 Y\u00f6netmeli\u011fi kapsam\u0131ndaki kamu konutlar\u0131n\u0131n 2017 y\u0131l\u0131 ayl\u0131k kira bedellerinin tespitine ili\u015fkin usul ve esaslar\u0131 belirlemektir.<\/p>\n<p><strong>Dayanak<\/strong><\/p>\n<p><strong>MADDE 2 \u2013<\/strong>\u00a0(1) Bu Tebli\u011f, 13\/12\/1983 tarihli ve 178 say\u0131l\u0131 Maliye Bakanl\u0131\u011f\u0131n\u0131n Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanun H\u00fckm\u00fcnde Kararnamenin 13 \u00fcnc\u00fc maddesinin birinci f\u0131kras\u0131n\u0131n (e) bendine dayan\u0131larak haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n<p><strong>Kira bedelleri<\/strong><\/p>\n<p><strong>MADDE 3 \u2013<\/strong>\u00a0(1) Yurt i\u00e7inde bulunan konutlardan ayl\u0131k her bir metrekare i\u00e7in;<\/p>\n<p>a) Kerpi\u00e7, ah\u015fap, ba\u011fdadi ve benzeri konutlarda 1,82 TL\/m\u00b2,<\/p>\n<p>b) Kalorifersiz konutlarda 2,84 TL\/m\u00b2,<\/p>\n<p>c) Kaloriferli konutlarda 3,73 TL\/m\u00b2,<\/p>\n<p>kira bedeli al\u0131n\u0131r.<\/p>\n<p><strong>Kira bedeline yap\u0131lacak ilaveler<\/strong><\/p>\n<p><strong>MADDE 4 \u2013<\/strong>\u00a0(1) 3 \u00fcnc\u00fc maddede belirlenen kira bedellerine ek olarak, ayl\u0131k her bir metrekare i\u00e7in kaloriferci, kap\u0131c\u0131 ya da her ikisinin de kurum ve kurulu\u015flarca kar\u015f\u0131land\u0131\u011f\u0131 konutlardan 0,44 TL\/m\u00b2 ilave kira bedeli al\u0131n\u0131r.<\/p>\n<p>(2) Elektrik ve su bedellerinin kurum ve kurulu\u015flarca yap\u0131lan ger\u00e7ek giderler dikkate al\u0131narak kullan\u0131c\u0131lar\u0131ndan tahsil edilmesi esast\u0131r. Bununla birlikte, saya\u00e7lar\u0131n ayr\u0131lmas\u0131n\u0131n m\u00fcmk\u00fcn olmamas\u0131 nedeniyle elektrik, su ya da her ikisinin hizmet binas\u0131 veya fabrika tesislerinden kar\u015f\u0131land\u0131\u011f\u0131 konutlardan 3 \u00fcnc\u00fc maddede belirlenen kira bedellerine ek olarak, ayl\u0131k her bir metrekare i\u00e7in;<\/p>\n<p>a) Elektrik sayac\u0131n\u0131n ayr\u0131lmas\u0131n\u0131n m\u00fcmk\u00fcn olmamas\u0131 halinde 0,83 TL\/m\u00b2,<\/p>\n<p>b) Su sayac\u0131n\u0131n ayr\u0131lmas\u0131n\u0131n m\u00fcmk\u00fcn olmamas\u0131 halinde 0,72 TL\/m\u00b2,<\/p>\n<p>c) Elektrik ve su sayac\u0131n\u0131n her ikisinin de ayr\u0131lmas\u0131n\u0131n m\u00fcmk\u00fcn olmamas\u0131 halinde 1,54 TL\/m\u00b2,<\/p>\n<p>\u00e7) Konutlarda kullan\u0131lan su, \u015fehir \u015febekesi d\u0131\u015f\u0131nda kuyu, artezyen, kaynak suyu ve benzeri su kaynaklar\u0131ndan kar\u015f\u0131lan\u0131yor olmas\u0131 halinde 0,39 TL\/m\u00b2,<\/p>\n<p>ilave kira bedeli al\u0131n\u0131r.<\/p>\n<p><strong>Yak\u0131t\u0131 kurum ve kurulu\u015flar taraf\u0131ndan tedarik edilen konutlar<\/strong><\/p>\n<p><strong>MADDE 5 \u2013<\/strong>\u00a0(1) 2946 say\u0131l\u0131 Kamu Konutlar\u0131 Kanunu ile Kamu Konutlar\u0131 Y\u00f6netmeli\u011fi kapsam\u0131ndaki kurum ve kurulu\u015flar\u0131n yurt i\u00e7indeki kaloriferli konutlar\u0131ndan yak\u0131t\u0131 kurum ve kurulu\u015f taraf\u0131ndan tedarik edilenlerde oturanlardan \u0131s\u0131 pay \u00f6l\u00e7er veya kalorimetre cihaz\u0131 montaj\u0131 yap\u0131lmam\u0131\u015f konutlarda, her bir metrekare i\u00e7in 1,49 TL\/m\u00b2 yak\u0131t bedeli tahsil edilir.<\/p>\n<p>(2) Is\u0131 pay \u00f6l\u00e7er veya kalorimetre cihaz\u0131 montaj\u0131 yap\u0131lm\u0131\u015f konutlarda; birinci f\u0131kradaki yak\u0131t bedelinin \u00fc\u00e7 kat\u0131n\u0131 ge\u00e7memek kayd\u0131yla, ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm\u00fcn t\u00fcketimi oran\u0131nda hesaplanan yak\u0131t bedeli konutta oturanlardan tahsil edilir.
